Drawer organisers, storage boxes, shelving systems, wardrobe accessories — a high-volume, seemingly low-risk category. But REACH chemical restrictions, PPWR packaging law, and GPSR importer obligations make it more complex than it appears.
Home organisation looks simple. But phthalates in PVC products, SVHC chemicals in plastics, and new packaging rules are creating regulatory exposure across this category.
PVC drawer liners, shelf matting, cable organisers, and soft storage bins frequently contain DEHP, DBP, BBP, or DIBP phthalates above the 0.1% (w/w) limit under REACH Annex XVII Entry 51. Testing is the only way to confirm — supplier declarations are routinely inaccurate.
Products containing Substances of Very High Concern (SVHC) above 0.1% trigger EU disclosure obligations. Bisphenol A (BPA) in polycarbonate storage, antimony trioxide in PET, and certain flame retardants in plastic shelving are common SVHC issues in this category.
The EU Packaging and Packaging Waste Regulation (PPWR) introduces mandatory recycled content targets, recyclability requirements, and packaging weight minimisation rules. Products sold in EU with excessive or non-recyclable packaging will require modifications by 2030.
Steel wire organisers, metal shelving units, and chrome storage racks imported from China may fall under CBAM obligations (Carbon Border Adjustment Mechanism) if the steel/aluminium content is significant. Importers must obtain carbon content data from suppliers.
Toy storage boxes, kids' desk organisers, and children's room furniture marketed for under-14s may trigger the Toy Safety Directive (2009/48/EC) in addition to GPSR. Chemical migration limits, mechanical safety, and age-grading requirements apply if the product is "clearly designed for use in play".
GPSR requires digital product information accessible via QR code/RFID for complex consumer goods from 2027. Home storage products with electronic components (smart storage, motorised solutions) will be affected first. Factory-side data infrastructure is rarely in place.
