The Real Compliance Risks in Pet Products

Most Chinese pet product manufacturers export to the EU, the US, and Southeast Asia simultaneously. EU-specific requirements — especially chemical limits and GPSR labelling — are rarely built into their standard production process. Heavy metals in ceramic and glazed bowls
EU Regulation (EC) 1935/2004 on food-contact materials applies to pet bowls used for food and water. Lead and cadmium migration limits apply. Chinese factories often use glazes that exceed EU migration limits, particularly on handcrafted or artisan-finish ceramics.

Collars, harnesses, bandanas and beds containing dyed fabric must comply with REACH Annex XVII restrictions on azo dyes and chromium VI. Test reports from laboratories not accredited to ISO 17025 are not accepted by EU customs authorities.

Pet toys sold to EU consumers must carry choking hazard warnings in the language(s) of the destination country if any component could be detached and presents an ingestion risk. This applies even when the product is not classified as a "toy" under EN 71.

Under GPSR (EU 2023/988), every product placed on the EU market needs a named EU Responsible Person with contact details on the product or packaging. Very few Chinese pet product exporters include this by default — you must specify it in your purchase order.

GPS trackers, LED collars, and smart feeders fall under EU Battery Regulation (EU 2023/1542). This requires a Battery Passport for batteries above 2 kWh (mainly relevant to smart feeders) and new labelling showing charging cycles and capacity from August 2024.

If your pet products include treats, chews, or dietary supplements, EU Regulation 767/2009 on animal feed applies. Products must comply with maximum permitted levels for contaminants and additives. This requires a different certification pathway than general consumer goods.
